'A remote host did not respond within the timeout period

I keep on getting this message while trying to rename remote file:

A remote host did not respond within the timeout period

after writing this command in QSH :

rexec -p **** -u XXXX -i  XXXX ren  "C:×ee×ss.TXT"  "zz.txt"

I'm not sure but I think that there's a missing service at the remote server but I don't know what it is.
