'Ge'ez KeymanWeb cannot type 5th letters with apostrophe

I'm trying to type Amharic using the Ge'ez keyboard layout on Mac. The fifth letters of the Ge'ez alphabet are supposed to be typed using the apostrophe. However,

  1. this only works for a handful of letters
  2. the documentation (https://help.keyman.com/keyboard/gff_amharic/2.2/gff_amharic) calls them the sixth letters
