'Is there any way to prevent auto-scrolling when selecting where to save a file in Windows 10?

Often when I am saving a file in Windows 10 a file explorer-like window pops up and I start navigating to where I want to save it. After a few seconds the window scrolls to what must be the default save location for that program.

For instance, saving a file downloaded via web browser it auto-scrolls to Downloads as I'm navigating the file structure, even though I selected "always ask where to save" in the settings.

I'm afraid it must be a feature of the individual programs but I'm hoping maybe there's a registry key that will stop this annoying behavior.
