'Managing Security in Power BI Report Server

I have a question, regarding security in Power BI Report Server.

There is a requirement, in which some users will only need to:

  1. Browse a report and
  2. Download a report

None of the existing security roles (browser, content manager, my reports, publisher, report builder), seem to satisfy both needs.

Do you know if this is possible at all?
