Cannot start SQL Server express

Question

I want to start SQL Server 2017 Express and enter the command

"D:\Microsoft SQL Server\MSSQL14.SQLEXPRESS\MSSQL\Binn\sqlservr.exe" -sSQLEXPRESS

The following error message appeared. How to solve the problem?
