'HAXM can't be installed

When I tried to install HAXM it stopped and prompted me The system requirements are not satisfied. I have checked the log file for errors. I found that the vmx was not enabled so I restarted my PC entered, the BIOS, enabled intel virtualization, and saved the changes. But when I tried to install the HAXM once again I got the same problem: vmx not enabled although it was enabled in the BIOS. I have no idea what to do now. If someone can help me, I will appreciate it.
