How to Automatically append new csv file from Local drive into existing table in bigquery?

Question

Can someone suggest how can data in .csv file be appended existing table in big query Automatically every month? Remember this .csv file is in local drive not in cloud storage. Please explain as if you are explain to a newbie.

Note: table in .csv just need to be appended as is. No table formatting is needed.
