'Xcode 13 on Catalina
I downloaded Xcode 13.2.1 from Xcode Releases but as it is not supported for macOS Catalina I cannot install it.
Are there any ways around this, other than to force upgrade to Big Sur (since it is a pain)?

Buy a New Apple Computer! I don't understand why nobody has sued Apple; a brand new computer - less than 2 years old and it cannot run Apple programs.
Much better to develop using Flutter.

Your Xcode version not support Catalina.. lets try version 12.4
